To open the Metadata Template Editor
choose it from “Tools” in the menu bar. Alternatively, you can
click on this icon 
in the toolbar. You can
also right-click one of the Projects of which you hold the "Project
Manager" role in the Navigator and
select “Edit Metadata Description”.
